The word 'simulation' describes a system - usually based around a mathematical model - that represents the processes of another system, often for means of demonstration or learning. Simulations are often used where access to the 'real' system is impossible or impractical. For example, a well-known type of simulation is, of course, a flight simulator, which is used in teaching pilots how to fly aeroplanes.
Simulations are not necessarily games, but they can often form the basis of games. Computer game developer Maxis is well-know for its award-winning 'Sim' series of PC-based games (Sim City, The Sims, etc.)
Simulations are particularly useful in teaching about the rules of a system, becuase they are able to reliably recreate those rules and base their model upon them.
